Randy Russell
County Administrator
The County Administrator is responsible for the day-to-day operations of the Ohio County Commission office, and all of its departments. Those departments include: Accounting; Payroll Administration; Human Resources; Elections; Construction Projects; Emergency Management; Emergency Medical Service; E911 Communications; Airport Operations; Animal Shelter; and Animal Control; as well as oversight responsibilities for the Development Authority at The Highlands. Randy joined the Ohio County Commission in 2006 in the accounting department and quickly moved into project management and contract administration for The Highlands. He was appointed County Administrator in April 2021. A graduate of Wheeling College, Randy and his wife, Theresa, reside in the Elm Grove section of Wheeling.
