About

The Wheeling-Ohio County Homeland Security and Emergency Management Agency is Ohio County's emergency task force, tasked with coordinating response to disasters and other major emergencies across the county. The agency's dedicated team monitors the county for natural hazards and other emergency situations. During an emergency, the agency coordinates the response of all local, county, state, and federal agencies and disseminates key information to the rest of the community. The agency is also responsible for restoring vital functioning components to the area that has been affected. 


The Emergency Operations Center

The Wheeling-Ohio County Emergency Operations Center was built after the 1975 Labor Day flood. The center contains an independent water supply, HVAC system, and electrical supply with a kitchen and bunk rooms for staff use when the center is activated. Organization of the center's staff follows the National Incident Management System's pattern for different activation needs. A joint opertaions room is located within the center to coordinate local, county, state, and federal staff. 


Local Emergency Planning Committee

The Wheeling-Ohio County Local Emergency Planning Committee prepares the hazardous materials response section of the county's emergency operation plan. The committee tracks the facilities that use, produce, or store hazardous substances in Wheeling and Ohio County. The mission of the committee is to help local communities protect public health, safety and the environment from chemical hazards and to mitigate the effects of a release or spill of hazardous materials. The committee meets quarterly in the Emergency Operations Center in the basement of the Wheeling City-County Building at 1500 Chapline St. Meetings are open to the public. 


Ohio County Floodplain Program

The goal of the Ohio County Floodplain Program is to save lives and reduce property damage in the case of a flood. Ohio County has a Floodplain Building Permit application for all construction and or development in the county whether it is located in a Special Flood Hazard Area (SFHA) or not. The Floodplain Program intends to save the residents thousands of dollars per year in floodplain insurance by moving new construction away from the SFHA if possible. Please read the Floodplain Ordinance for more information. You can determine the fee for your project from the fee schedule.
